GACC Registration for Green Coffee Beans Exporting to China: Requirements and Application Process

1.Do Green Coffee Beans Need GACC Registration?

China is an important market for green coffee beans. Before exporting unroasted coffee beans to China, overseas suppliers should confirm the applicable market access requirements, including GACC registration and plant quarantine requirements.

GACC registration requirements depend on the country of origin and the applicable import rules. Not all coffee-producing countries automatically have access to the Chinese market.

Under GACC Announcement No. 68 of 2026, eligible green coffee beans from African countries that have diplomatic relations with China are subject to specific phytosanitary and establishment approval requirements, effective July 20, 2026.

2. Key Requirements

Eligible overseas producers and processors may need to meet the following requirements:

* Establishment approval: The competent authority of the exporting country reviews eligible establishments and submits the approved list to GACC.

* Farm management: Maintain good agricultural practices, pest monitoring, control measures, and traceability records.

* Processing and quality control: Remove moldy or pest-infested beans, insects, soil, and other contaminants.

* Packaging and labeling: Meet applicable packaging and marking requirements.

* Phytosanitary documentation: Obtain the required official inspection and a valid phytosanitary certificate.

Requirements may vary according to the country of origin and the applicable Chinese regulations.

3. How Does the Registration Process Work?

The general process for eligible products is:

1. Confirm whether the country and product are eligible for export to China.

2. Check the establishment’s eligibility and applicable registration requirements.

3. Prepare the required technical documents and supporting records.

4. Coordinate with the exporting country’s competent authority.

5. Complete the required GACC review and approval procedures.

6. Confirm the relevant registration status and import documentation before shipment.
