(Announcement on Quarantine and Sanitary Requirements for the Import of Animal Products from Kazakhstan)

In accordance with the relevant laws and regulations of the People’s Republic of China and the provisions agreed upon between the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the “Chinese side”) and the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the “Kazakh side”) concerning the quarantine and sanitary requirements for animal products exported from Kazakhstan to China, the import into China of animal products from Kazakhstan that meet the following requirements is permitted as of the date of this Announcement.

I. Basis for Inspection and Quarantine

1. Biosecurity Law of the People’s Republic of China;

2. Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine and its Implementing Regulations;

3. Measures for the Supervision and Administration of Inspection and Quarantine of Non-Edible Animal Products for Entry and Exit;

4. Protocol between the General Administration of Customs of the People’s Republic of China and the Ministry of Agriculture of the Republic of Kazakhstan on Quarantine and Sanitary Requirements for Animal Products Exported from Kazakhstan to China (hereinafter referred to as the “Protocol”).

II. Scope of Imported Products

The animal products referred to in this Announcement are products derived from cattle and sheep, including bones, which are processed through crushing, drying, cooking, rendering, spray drying and other processes into products intended for industrial use, including industrial defatted bone granules, bone oil, peptone, and other such products.

III. Requirements for Production Enterprises

Production and processing enterprises in Kazakhstan that export animal products to China (hereinafter referred to as “production enterprises”) shall be approved by the competent authority of Kazakhstan and recommended by the Kazakh side to the Chinese side.

Enterprises that pass the assessment conducted by the Chinese side shall be registered. Production enterprises shall meet the following requirements:

1. Have a comprehensive veterinary health and epidemic prevention system and a product traceability management system, and ensure that production and processing comply with veterinary sanitary requirements;

2. Have facilities that meet the requirements for production, processing, epidemic prevention and disinfection, as well as wastewater and waste disposal;

3. Have independent warehouses for storing products intended for export to China and take effective measures to prevent cross-contamination, pest infestation, spoilage and deterioration;

4. Ensure that the production and processing procedures are under the effective supervision of the Kazakh side.

The registration shall be valid for five years. At least six months before the registration expires, the Kazakh side shall submit an application for renewal to the Chinese side. Upon receipt of the application, the Chinese side shall process the renewal in accordance with the relevant procedures.

IV. Requirements for Imported Products

(1) Sanitary Requirements for Raw Material Sources

1. Animals from which the raw materials are derived shall have been born in Kazakhstan, raised there for at least six months, and shall be healthy animals under the effective supervision of the Kazakh side;

2. Within a radius of 50 kilometers around the farms and slaughterhouses associated with the source animals, there shall have been no outbreaks of major animal diseases, including anthrax, foot-and-mouth disease (FMD), peste des petits ruminants (PPR), rabies, sheep pox, or goat pox, during the preceding six months;

3. The source animals shall be slaughtered at slaughterhouses approved by the Kazakh side, shall have passed ante-mortem and post-mortem inspections, and shall show no clinical signs of infectious animal diseases.

(2) Production and Processing Requirements

1. Products shall be manufactured using heat-treatment methods such as drying, cooking, rendering or spray drying. Heat treatment shall ensure that the core temperature of the product reaches at least 120°C and is maintained for no less than 30 minutes;

2. Where other production or processing methods are used, such methods shall be capable of completely inactivating foot-and-mouth disease virus and peste des petits ruminants virus and shall be assessed and approved by the Chinese side;

3. Industrial fat and oil products shall contain a sufficient and evenly distributed amount of industrial coloring agent, so that the final product appears dark green;

4. The Kazakh side shall effectively supervise the production and processing procedures to ensure continued compliance with the requirements concerning processing temperature, processing time, addition of industrial coloring agents, and other relevant conditions.

V. Packaging and Labeling Requirements

1. Products shall be packaged using new packaging materials that comply with veterinary sanitary and public health requirements;

2. Chinese and English labels shall be printed directly on the outer packaging. The labels shall include:

    * Product name;

    * Name of the production enterprise and its registration number;

    * Date of production;

    * The statement “NOT FOR HUMAN CONSUMPTION” displayed prominently.

VI. Storage and Transportation Requirements

After packaging, the products shall be kept clean during storage and transportation. Effective measures shall be taken to prevent contamination during storage and transportation.

VII. Pre-Export Inspection and Certificate Requirements

1. Animal products shall be inspected and quarantined by the Kazakh side. A health certificate shall be issued in accordance with the certificate format agreed upon by both sides, certifying that the products comply with the requirements of the Protocol;

2. Each consignment of animal products exported to China shall be accompanied by at least one original official health certificate.

VIII. Entry Inspection and Quarantine Requirements

(1) Quarantine Approval

Where quarantine approval is required, the importing enterprise shall apply for and obtain an Entry Animal and Plant Quarantine Permit in accordance with the relevant regulations.

(2) Verification of Documents

Chinese Customs shall verify:

1. Where quarantine approval is required, whether the consignment is accompanied by a valid Entry Animal and Plant Quarantine Permit;

2. Whether the products originate from a registered production enterprise;

3. Whether the health certificate is authentic and valid.

(3) Inspection of Goods

China Customs shall conduct inspection and quarantine of animal products exported from Kazakhstan to China in accordance with relevant laws, administrative regulations, rules, and the requirements of this Announcement.

Products that pass inspection and quarantine shall be permitted to enter China.

(4) Handling of Non-Compliant Products

Non-compliant products shall be handled in accordance with the relevant laws and regulations of China.

For production enterprises involved in serious violations or repeated cases of non-compliance, the Chinese side may take measures such as strengthened inspection and quarantine or suspension of imports.
