Announcement on Quarantine and Sanitary Requirements for Imported Compound Feeds from the Russian Federation
In accordance with relevant laws and regulations of China, as well as the provisions on quarantine and sanitary requirements for compound feeds exported to China from the Russian Federation agreed between the General Administration of Customs of the People’s Republic of China (hereinafter referred to as the Chinese Side) and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation (hereinafter referred to as the Russian Side), imports of Russian compound feeds complying with the following requirements shall be permitted with immediate effect:
I. Legal Basis for Inspection and Quarantine
Biosecurity Law of the People’s Republic of China
Animal Entry-Exit Quarantine Law of the People’s Republic of China and its Implementation Regulations
Measures for the Supervision and Administration of Inspection and Quarantine on Import and Export Feeds and Feed Additives
Protocol between the General Administration of Customs of the People’s Republic of China and the Federal Service for Veterinary and Phytosanitary Supervision of the Russian Federation on Quarantine and Sanitary Requirements for Russian Compound Feeds Exported to China (hereinafter referred to as the Protocol)
II. Scope of Importable Products
Compound feeds as mentioned in this Announcement refer to feeds formulated by mixing multiple feed raw materials and feed additives in fixed proportions.
III. Requirements for Production and Processing Enterprises
Approved by the competent authorities of the Russian Federation and operating lawfully;
Implement a sanitation management system based on Hazard Analysis and Critical Control Points (HACCP);
Recommended by the Russian Side and successfully registered with the Chinese Side.
IV. Raw Material Requirements
(I) Animal-derived Raw Materials
Terrestrial animal-derived raw materials shall originate from disease-free zones for relevant animal diseases recognized by China and compliant with standards set by the World Organisation for Animal Health (WOAH);
Aquatic animal-derived raw materials shall come from aquaculture farms within the Russian Federation or legally harvested aquatic animals;
Raw materials shall not be sourced from terrestrial animals culled for epidemic eradication or animals of unknown cause of death;
Ruminant feeds shall contain no animal-derived ingredients other than milk and dairy products.
(II) Plant-derived Raw Materials
Free of any substances hazardous to animal health prohibited under the laws and regulations of China, the Russian Federation and the Eurasian Economic Union (EAEU), including genetically modified components unapproved by China’s competent authorities; the content of toxic substances shall not exceed the limits specified in the laws and regulations of China, the Russian Federation and the EAEU;
Plant-derived raw materials shall not contain viable seeds.
(III) Raw Materials Sourced from Third Countries
Raw materials originating from third countries shall be legally imported and traceable back to their country of origin.
V. Production and Processing Requirements
All raw materials used for feed production shall undergo heat treatment at a temperature of no less than 90°C for a minimum of 30 minutes, or undergo other equivalent treatments recognized by the Chinese Side;
Finished compound feeds shall undergo heat treatment at a temperature of no less than 70°C for a minimum of 30 minutes, or undergo other equivalent treatments recognized by the Chinese Side.
VI. Product Specifications
Prior to export to China, processed compound feeds shall be randomly sampled and tested by Russia’s competent authorities and meet the following microbiological criteria:
Salmonella: Absent in 25g sample; sampling plan: n=5, c=0, m=0, M=0
Enterobacteriaceae: Per 1g sample; sampling plan: n=5, c=2, m=10, M=300
Definitions of sampling parameters:
n: Number of samples tested
m: Threshold bacterial count; results are acceptable if bacterial counts in all samples do not exceed m
M: Maximum permissible bacterial count; results are unacceptable if one or more samples register bacterial counts equal to or higher than M
c: Maximum number of samples allowed to have bacterial counts between m and M; results remain acceptable if bacterial counts of all other samples are at or below m
VII. Packaging, Labelling, Storage and Transportation Requirements
Products shall be packed with brand-new, clean packaging materials featuring good sealing, moisture resistance and high resistance to damage;
Packages shall carry labels in Chinese, Russian and English that comply with the national standard Feed Labels (GB 10648) of China;
Outer packages shall indicate information of the registered production and processing enterprise, together with warning statements such as “For feed use only”;
Effective anti-contamination measures shall be implemented throughout production, storage and transportation.
VIII. Pre-Export Inspection and Certification Requirements
Products destined for China shall undergo inspection and quarantine carried out by the Russian Side. Sanitary certificates shall be issued in accordance with the mutually agreed certificate template to certify compliance with the Protocol;
Each consignment exported to China shall be accompanied by at least one original official sanitary certificate.
IX. Entry Inspection and Quarantine
(I) Quarantine Approval
Import enterprises shall apply for an Entry Animal and Plant Quarantine Permit in accordance with relevant provisions.
(II) Document Verification
Verify the availability of a valid Entry Animal and Plant Quarantine Permit;
Verify that products originate from registered production enterprises;
Verify the authenticity and validity of the sanitary certificate.
(III) Cargo Inspection
Chinese Customs shall conduct inspection and quarantine on Russian compound feeds exported to China in compliance with applicable laws, administrative regulations and rules as well as the provisions of this Announcement. Consignments passing inspection and quarantine shall be granted entry clearance.
(IV) Disposal of Non-Conforming Consignments
Where non-compliance is detected during entry inspection and quarantine, Chinese Customs shall take disposal actions in accordance with relevant laws, administrative regulations, rules and the Protocol.
This Announcement is hereby issued.
