However, all overseas manufacturers must still obtain individual GACC registration before their products can be exported to China.
Note: Before applying for GACC registration, overseas pet food manufacturers should ensure that their products do not contain any animal-derived ingredients subject to China’s animal disease import restrictions.
Companies are advised to consult the List of Animals and Animal Products Prohibited from Entering China Due to Animal Diseases by Country/Region to verify whether the animal ingredients used in their products, or their countries of origin, are subject to import restrictions.
GACC regularly updates this list based on animal disease outbreaks, risk alerts, and bilateral agreements. The list may be revised to add new prohibited animal species, products, or countries of origin, or to lift existing import restrictions where appropriate.

All countries and overseas manufacturers intending to export pet food to China must obtain approval from the General Administration of Customs of China (GACC).
Currently, 21 countries and regions are eligible to export pet food to China.
1. Conduct a preliminary assessment of the applicant to determine whether the basic market access requirements are met and explain the applicable Chinese regulatory requirements.
2. Based on the assessment results, provide on-site training and guidance, establish management procedures in accordance with GACC requirements, and deliver regulatory compliance training.
3. Guide applicants through the market access application process with the competent authority in their home country or region.
4. Assist in completing and responding to GACC questionnaires, support the application process, and help prepare for and complete official inspections or audits.
5. Review product packaging, markings, and labels to ensure compliance with Chinese regulatory requirements before export.
