Regulations on the Registration and Administration of Overseas Food Manufacturers Importing Food into China.
Note: Effective June 1, 2026, pursuant to GACC Order No. 280 and Announcement No. 27 (2026), the registration catalog has been reduced from 18 to 17 high-risk food categories. Registration must be recommended by the competent authority of the exporting country, while manufacturers of non-listed food products may apply directly for GACC registration.
Beverages, convenience foods, biscuits, canned foods, frozen desserts, potato products and puffed foods, sugar and confectionery, tea and related products, alcoholic beverages, starch and starch products, soybean products, etc.
Manufacturers may apply directly or authorize an agent to submit the application to GACC. The required documents include:
1. Application Form – including company profile, product information, raw material sources, quality control measures, plant layout, photos, personnel information, production process, hygiene controls, and testing standards.
2. Business Registration Documents – such as the business license issued by the competent authority of the exporting country/region (notarization or consular legalization may be required).
3. Declaration of Compliance – confirming that the manufacturer complies with the applicable GACC requirements.
4. Other documents required by GACC.
