Measures for the Supervision and Administration of Inspection and Quarantine of Import and Export Feed and Feed Additives

Article 30

The General Administration of Customs of China (GACC) implements a registration system for manufacturers producing feed for export. Exported feed must originate from manufacturing facilities that have obtained GACC registration.

Article 36

The Registration Certificate becomes effective on the date of issuance and remains valid for five (5) years.

Article 38

A registered export feed manufacturer intending to renew the validity of its registration shall submit an application at least three (3) months before the expiration date of the Registration Certificate.

Article 39

Within 30 days after completing the registration, amendment, or cancellation procedures, the directly affiliated Customs office shall submit the relevant information to the General Administration of Customs of China for record filing.

Article 40

Where the importing country or region requires a list of registered export feed manufacturers, the directly affiliated Customs office shall review the applications and submit qualified manufacturers to the General Administration of Customs of China. After conducting random inspections and evaluations, GACC shall recommend the qualified manufacturers to the competent authority of the importing country or region and complete the relevant formalities.

一、Premises, Production Process, Equipment & Facilities

1. The facility shall be located away from industrial pollution and maintain an appropriate distance from farms, slaughterhouses, and residential areas.

2. Factory and workshop layouts shall separate production, office, and living areas.

3. Production processes shall comply with safety and hygiene requirements.

4. Production, equipment, and storage facilities shall match the production capacity.

5. Effective pest control measures shall be in place for rodents, flies, storage pests, birds, and other harmful organisms.

二、Quality Management

A quality management system and qualified technical personnel shall be established for the products manufactured.

三、Testing Capability

The facility shall have adequate testing capabilities to ensure product safety and hygiene.
