Regulations on the Registration and Administration of Overseas Food Manufacturers Importing Food into China
Note: Effective June 1, 2026, pursuant to GACC Order No. 280 and Announcement No. 27 (2026), the registration catalog has been reduced from 18 to 17 high-risk food categories. Registration must be recommended by the competent authority of the exporting country. Unregistered products cannot be imported into China.
Meat & Meat Products, Aquatic Products, Dairy Products, Edible Casings, Bird’s Nest & Bird’s Nest Products, Bee Products, Egg & Egg Products, Edible Oils & Oilseeds, Stuffed Flour Products, Edible Grains, Milled Grain Products & Malt, Dehydrated Vegetables, Seasoning Powders, Nuts & Seeds, Dried Fruits, Foods for Special Dietary Uses, Health Foods

Submit the registration application to GACC through the competent authority of the exporting country, together with the following documents:
1. Recommendation letter from the competent authority.
2. List of manufacturers and registration application form.
3. Business registration or other legal identification documents.
4. Official declaration confirming compliance with GACC requirements.
5. Inspection and audit report issued by the competent authority.
If required, GACC may also request additional documents, such as the food safety management system, plant layout, workshop and cold storage plans, and production flow charts.
